AI in the UK Planning System Explained | RISE

The government is introducing AI into the UK planning system. If you're thinking about an extension, renovation, or retrofit, it's a reasonable thing to wonder about. Here's an honest view of what's changing, what isn't, and what it actually means for your project.

 

Good design starts before the planning application. A considered brief, the right documentation, and a clear argument for quality are what get projects through - whatever the system looks like.

Will It Make Planning Faster?

Possibly, in some cases. The stated aim is to speed up application processing and reduce inconsistencies between local authorities. For anyone who has watched a straightforward application sit in a queue for four months with no substantive response, that sounds like good news.

But the honest answer is that we don't yet know. The planning system was already under serious pressure before AI entered the picture: under-resourced councils, inconsistent decision-making, officers managing caseloads that don't allow adequate time for any individual application, and targets focused on housing numbers rather than design quality. Technology doesn't automatically fix those problems. It can just as easily accelerate the wrong ones.

Faster decisions are only good news if the decisions themselves are good ones.

Should You Be Worried About Automated Decisions?

This is what most people are really asking, and it's a fair question. Planning touches your home, your street, your neighbourhood. The concern isn't really about technology. It's about whether the human judgement that good planning requires, understanding the character of a place, the feel of a street, the relationship between a proposed building and what's already there, can survive a system built primarily for speed and throughput.

At this stage, AI is being used to assist planners, not replace them. It's being applied to administrative tasks: screening applications for completeness, flagging policy conflicts, routing applications to the right officers. The substantive judgements are still being made by people.

But the direction of travel matters, and it's worth watching carefully. What we know from years of submitting applications is that a well-designed, well-documented, clearly argued proposal will always stand up better to scrutiny than a poorly prepared one, regardless of whether the reviewer is human or automated. If anything, the move toward more systematic processing raises the stakes for documentation quality. Vague design statements and incomplete drawings get further in a system that relies on officer experience to fill the gaps. They'll do worse in a system that processes applications more literally.

That's where your architect's role becomes more important, not less.

What It Means for Your Project in Practice

For most residential projects, extensions, loft conversions, retrofits, new builds, the fundamentals haven't changed. Good design, clearly argued and properly documented, gets through planning. Poorly prepared submissions struggle, regardless of who or what is reviewing them.

What may shift over time is the weight given to certain types of information within applications. Sustainability credentials, energy performance data, biodiversity net gain calculations, and demonstrable neighbourhood fit are areas where policy is tightening and where systematic processing is likely to apply consistent scrutiny. This is something we've prioritised at RISE throughout our work, not in response to AI, but because these things matter to the quality of what gets built. It puts our clients in a better position regardless of how the system evolves.

The pre-application process is also worth mentioning. Early engagement with the local planning authority, testing a design proposal before formal submission and understanding the specific concerns of the relevant officers, has always been valuable. In a system where formal applications are processed more quickly and with less officer time per application, the pre-application conversation becomes even more important as the moment where nuanced design arguments get properly heard.

Our Honest View

We're not against AI in the planning system. Used well, it could genuinely reduce the administrative friction that makes planning so exhausting for homeowners and so inefficient for local authorities. Faster processing of well-prepared applications, more consistent application of policy, clearer feedback on why applications are refused: all of these would be improvements on the current system.

But we're clear-eyed about the risks. If speed becomes the primary measure of success, quality suffers. If sustainability gets reduced to checkbox compliance rather than real performance, we'll continue building homes that underperform on energy and comfort for the next thirty years. If design quality, which is inherently contextual and difficult to systematise, gets squeezed out of the assessment process in favour of measurable metrics, planning will approve more buildings that comply and fewer that are worth building.

The buildings we design are meant to last. Whether it's a Passivhaus retrofit or a carefully considered extension in a conservation area, we'll always make the case for what's actually worth building. That case needs to be well-made, thoroughly documented, and supported by good design reasoning. That's true whatever the system looks like, and it's unlikely to change.
